Position Purpose
To coordinate, lead and manage the service delivery of Victim Support services in the Christchurch area
Delegated Authorities
Expenditure: Within the limits approved by the District Manager
Staffing: Other paid staff approved by the District Manager

Volunteer Support Workers, Advisory Committees, District Manager, other Service Coordinators, National Office
External
Victims, Police, referral agencies, Iwi, Courts, representatives of local communities and agencies in related services.
Personal Attributes
- A relevant tertiary qualification or equivalent experience in social services or related areas
- Demonstrated commitment to the principles of the Treaty of Waitangi
- Demonstrated understanding of case management models
- Demonstrated relationship building and networking skills
- Demonstrated ability to self manage and to practice self care strategies
Experience and Skills
- Demonstrated leadership skills
- Proven experience in supervising and managing staff – both paid and unpaid
- At least two years of community service experience
- An understanding of the principles of supporting people in crisis
Key Result Areas
- Plan, coordinate and monitor the delivery of Victim Support services within the Christchurch area, ensuring that a quality consistent and relevant response is provided for all victims.
- Ensure the provision of a 24/hour 7 day per week immediate call out service (including carrying and responding to a pager/cellphone for this service as necessary)
- Maintain a sufficient pool of volunteer support workers to respond to incidents in a timely fashion
- Ensure that personalised support plans for victims are implemented and maintained
- Ensure accurate data and case management information (VIBIS) exists for all victim contacts, and ensure the integrity and confidentiality of this information by preventing unauthorised access
- Ensure that services provided for victims are consistent with national policy and standards and in line with the National Strategic Plan and District Plan
- Develop new services as determined by National Strategic and District Planning processes.
- Ensure that the service operates in accordance with statutory obligations and the ethical standards set by the New Zealand Council of Victim Support Groups
- Ensure that the service is accessible to all victims
- Ensure that victims receive appropriate and timely provision of information about their rights
- Ensure that all Volunteer Support Workers demonstrate a commitment to providing a professional service for victims which is integrated, personalised, professional, free and accessible
- Ensure that crisis response and ongoing support processes are maintained
- Ensure that the crisis response and ongoing support processes are accurately recorded, appropriately documented and returned for monitoring and data entry
- Monitor services to ensure that they are delivered in a manner that demonstrates best practice guidelines
- Ensure that Volunteer Support Workers maintain safe operational practices
- Ensure an effective debrief and supervision process with Volunteer Support Workers
- Build and maintain an environment that demonstrates best practice of self care and reflects the NZ Council of Victim Support Groups’ Code of Ethics
- Ensure there is a consistent culturally appropriate response to the individual needs of victims in all aspects of the support process
- Recruit, select and train Volunteer Support Workers to provide a professional service to victims
- Recruit, select and induct Volunteer Support Workers in consultation with the District Manager in accordance with nationally set standards ensuring that the team reflects the ethnic and cultural composition of the local community
- Ensure the ongoing professional development of Volunteer Support Workers
- Assist in the induction and training of Volunteer Support Workers as directed by the District Manager
- Ensure that the recruitment and training of Volunteer Support Workers is responsive to Maori in accordance with Victim Support New Zealand’s Treaty of Waitangi Policy
- Ensure that the training of volunteer support workers enables the service to be culturally responsive
- Develop and sustain good working relationships with key organisations in related and allied services e.g. Police, Court Service and Community Corrections Services throughout the area
- Foster and sustain positive working relationships with New Zealand Police
- Work in collaboration with other emergency service organisations
- Identify gaps in local services in consultation with local advisory committees and convey them to the District Manager
- Foster and maintain positive working relationships with key government agencies and community organisations
- Maintain own professional development
- Undertake regular supervision meetings with the District Manager and Practice Specialist
- Undertake regular clinical supervision as required
- Complete an annual performance appraisal in conjunction with the District Manager
- Identify and attend relevant training as opportunities arise or as identified by the District Manager
- Other tasks and duties as identified by the District Manager
- Assist the District Manager with fundraising at the local level
- Assist the District Manager in the maintenance of close working relationships with sponsors
- Assist the District Manager in the maintenance of an Advisory Committee – including attending evening meetings as required
